Not "is not popular", because you mean future it should be "if this topic won't be...". You're mistaken, Sheb, because in the grammar of the English laguage this case is Subjunctive one! He was speaking action in future? whicn will or won't be done! He was absolutely right. He could right in this very way: "For moders: Will you delete it, if this topic is not popular?".
